Bylaws

 

ARTICLE I. NAME

The name of this organization shall be LACONI (Library Administrators Conference of Northern Illinois) YSS (Youth Services Section).

ARTICLE II. OBJECT – PURPOSE

The purpose of LACONI / YSS shall be to provide Youth Services Librarians, and other interested persons working with youth, an opportunity to network at three informational workshops per year. Networking will allow the sharing of experiences, discussion of problems, consideration of solutions and a chance to promote continuing education and cooperation through topics of current interest.

ARTICLE III. MEMBERSHIP

Section 1. LACONI Membership. Membership in LACONI is by institution, or in the case of a school, by school district. Youth Services Section members and their staff may attend meetings of the Youth Services Section. Individuals may choose a personal membership to insure timely receipt of membership privileges.

Section 2. Geographic Regions. The following library systems are served by LACONI, which encompasses the northern Illinois region : Northern Illinois, North Suburban, Chicago, Suburban, DuPage and Heritage Trail.

Section 3. Fees. Fees for membership shall be set by the officers of LACONI Administrators Section. No pro-rated membership fee is allowed.

ARTICLE IV. MEETINGS

Section 1. Meeting Schedules. Meetings of LACONI / YSS are scheduled on Fridays in Fall, Winter and Spring. These meeting dates may be changed by a simple majority vote of the LACONI / YSS Advisory Board. Every effort will be made to insure that the dates do not conflict with meetings of other LACONI sections.

Section 2. Meeting of officers will be called by the President as deemed necessary.

ARTICLE V. OFFICERS

Section 1. Officers. The officers of the Youth Services Section shall be President, Vice-President / President Elect, Secretary and Treasurer.

Section 2.Term of Office. The term of office for President is one year commencing at the end of the Spring meeting. The term of office for the Vice-President / President Elect is one year commencing at the end of the Spring meeting. The term of office for the Secretary is two years, commencing at the end of the Spring meeting of odd numbered years. The term of office for the Treasurer is two years, commencing at the end of the Spring meeting of even numbered years.

Section 3. Duties. Duties of all officers shall be such as stated in the job descriptions attached.

ARTICLE VI. ADVISORY BOARD

Section 1. Membership. The Board shall consist of Officers, the Past President Ex Officio, and Representatives of the Library Systems comprising LACONI / YSS. (Representatives of any one System may not exceed two members. Exceptions may be made at the Board’s discretion.)

Section 2. Term of Office. Library system representatives serve two years. Past President / Ex Officio serves one year.

Section 3. Attendance and Voting. Advisory Board meetings are open to anyone wishing to attend. Only members of the Advisory Board may vote. Each system represented on the Board has 2 votes. A simple majority of the voting members of the Board constitutes a quorum. Approval of actions and decisions requires a simple majority vote of the quorum.

Section 4.Committees. Committee Chairpersons are appointed by the President from members of the Advisory Board. The minimum number of members comprising each committee is in parentheses.

Section 5. Conduct of Meetings. The President will conduct meetings of the Board and the business portion of the Membership meetings. The Vice-President will preside in the absence of the President as well as conduct the program portion of the Membership meetings.

ARTICLE VII. ELECTIONS

Section 1. Candidates Advisory Board candidates must be selected from members of LACONI / YSS who are currently employed in a Youth or Teen Services position.

Section 2. Slate The nomination slate will be included with the announcement of the Spring meeting. Elections will be held at the Spring meeting.

Section 3. Board Vacancy In the case of a Board vacancy, the President may or may not appoint a replacement to fill the remainder of the term, subject to Board approval.

Section 4. Board Attendance If any member of the Board fails to attend two consecutive meetings, Board or Membership, without notification, the Board shall request the member to resign and proceed as in Section 3 of Article VII.

ARTICLE VIII. VOTING

Each member Library or Individual membership of the Youth Services Section shall have 1 (one) vote to render in issues brought before the general membership.

ARTICLE IX. FINANCES

Section 1. Banking. The finances of the Youth Services Section are deposited in a bank convenient for the Treasurer. The President and Vice-President must be designated to sign checks in the absence of the Treasurer.

Section 2. Treasurer’s Responsibility. The Treasurer shall issue payment, collect dues and funds in accordance with decisions of the Advisory Board, and be available to assist the Audit Committee.

Section 3. Audit. The books are to be audited annually by the Audit Committee. The Audit Report will be presented at the Fall Board meeting.

ARTICLE X. ADOPTION AND AGREEMENT

Section 1. Amendments. Proposed amendments to the By-laws must be submitted in writing to the Advisory Board for consideration and discussion. The Advisory Board shall vote upon any proposal and present their results to the membership.
