Bylaws

Article I: Name

  • The name of this organization shall be LACONI CSS (Library Administrators Conference of Northern Illinois Circulation Services Section).

Article II: Purpose

  • The purpose of the Circulation Services Section shall be to provide an opportunity to network.
  • Networking will allow the sharing of experiences, discussion of problems and consideration of solutions.
  • The Circulation Services Section will promote continuing education and cooperation through topics of Circulation Services Section current interest.

Article III: Membership

Section One:

  • Membership in LACONI is by institution. Circulation Services Section Members and their staff may attend meetings of the Circulation Services Section.
  • Personal memberships are also available.

Section Two:

  • The geographic area served by LACONI includes the following library systems:  Chicago Public Library, Dupage Library System (DLS), Metropolitan Library System (MLS), North Suburban Library System (NSLS), and Prairie Area Library System (PALS).

Section Three:

  • Fees for membership are set by the LACONI Administrators section.
  • No pro-rated memberships are allowed.

Article IV: Meeting

Section One:

  • Meetings of LACONI Circulation Services Section are scheduled on a Thursday in the Spring and Fall, and Winter avoiding possible scheduling conflicts.
  • These meeting dates may be changed by a simple majority vote of the LACONI Circulation Services Section Advisory Board.

Section Two:

  • Meetings of the Advisory Board will be called by the President as deemed necessary.

Article V: Officers

Section One:

  • The officers of the Circulation Services Section will be President, Vice-President/President Elect, Secretary, Treasurer, and Past President.

Section Two:

  • The term of office for the President is one year commencing at the end of the spring meeting.
  • The term of office for the Vice-President/President Elect is one year commencing at the end of the spring meeting.
  • The term of office for the Secretary is two years, commencing at the end of the spring meeting of odd numbered years.
  • The term of office for Treasurer is two years, commencing at the end of the spring meeting of even numbered years.
  • The term of office for Past President is one year, commencing at the end of the spring meeting.

Section Three:

  • No officer except the Treasurer may serve more than two consecutive terms in the same office.

Article VI: Duties of Officers

Section One:

President:

  • Acts as a liaison to the LACONI Administrators Section.
  • Chairs the Advisory Board.
  • Works with the Program Planning Committee to develop programs.
  • Presides at the business portion of the Membership meetings.
  • Serves on the Nomination and Election Committee.

Section Two:

Vice-President/President Elect:

  • Serves on the Advisory Board.
  • Chairs the Program Planning Committee.
  • Presides at the Program portion of the Membership meeting.
  • Serves on the Nomination and Election Committee.
  • At the end of term, becomes President of LACONI Circulation Services Section.

Section Three:

Secretary:

  • Records minutes of business meetings.
  • Prepares registration information for programs.
  • Keeps membership list.
  • Handles correspondence.
  • Serves on and records actions of the Advisory Board.
  • Serves on Program Planning Committee
  • Serves on Nomination and Election Committee.
  • Prepares reports upon request.

Section Four:

Treasurer:

  • Prepares Treasurer’s Report.
  • Handles financial transactions.
  • Serves on the Advisory Board.
  • Serves on Program Planning Committee.
  • Serves on Nomination and Election Committee.

Section Five:

Past President

  • Serves on the Advisory Board.
  • Assists the historian/archivist.
  • Serves on Program Planning Committee.

Article VII: Advisory Board

Section One:

Membership:

  • The Advisory Board of the LACONI Circulation Services Section will consist of the President, Vice-President/President Elect, Secretary, Treasurer and the Past President plus a representative from each of the library systems that make up the LACONI Circulation Services Section.

Section Two:

Term of Office:

  • The Officers of the Advisory Board will serve their mandated terms.
  • The Library System Representatives will serve a term of two years.
  • No representative will serve more than three consecutive terms.

Section Three:

Voting:

  • A simple majority of the voting members of the Advisory Board constitutes a quorum.
  • Approval of actions and decisions requires a simple majority vote of the quorum.

Section Four:

Attendance:

  • Advisory Board meetings are open meetings.
  • If any member of the Advisory Board fails to attend meetings and fails to communicate with the Board or Membership, the Board will request the member to resign.
  • The President may or may not appoint a replacement to fill the remainder of the term (See Article VIII: Section three).

Section Five:

Committees

Committee Chairpersons are appointed by the President (except for Program Committee) from members of the Advisory Board. All Board Members will serve on a committee.

  • Nomination and Election Committee
  • Program Committee
  • Refreshments and Luncheon Committee
  • Audit Committee
  • By-Laws Committee
  • Others as needed.

Any member of LACONI Circulation Services Section may serve on a committee.

Section Six:

Conduct of Meetings:

  • The President shall conduct meetings of the Advisory Board and the business part of the Membership meetings.
  • The Vice-President/President Elect will function in the absence of the President and preside at all programs of the Membership meeting.

Article VIII: Elections

Section One:

Candidates:

  • Advisory Board candidates must be selected from members of the LACONI Circulation Services Section.


Section Two:

Ballots:

  • The Nomination slate will be announced at the business portion of the spring meeting.
  • The election will be held at the spring meeting.
  • The results will be announced at the spring business meeting.

Section Three:

Board Vacancy:

  • In case of a Board vacancy, the President may or may not appoint a replacement to fill the remainder of the term, subject to Board approval.

Article IX: Voting

  • Each member Library or Personal member of the LACONI Circulation Services Section will have one vote on questions brought to the membership meeting by the Advisory Board.
  • All questions will be decided by majority vote.

Article X: Finances

Section One:

Banking:

  • The monies of the LACONI Circulation Services Section are deposited in a bank convenient for the Treasurer.

Section Two:

Treasurer’s Responsibility:

  • The Treasurer will issue payment, collect dues and funds in accordance with the decisions of the Advisory Board and be available to assist the Audit Committee.

Section Three:

Audit:

  • The books are to be audited annually by the Audit Committee.
  • The Audit Report will be presented at the Fall Board meeting.

Article XI: Adoption and Agreement

  • The By-laws Committee will perform annual reviews of the By-laws.
  • Recommendations will be brought to the Advisory Board. Proposed amendments to the By-laws must be submitted in writing to the Advisory Board for consideration and discussion.
  • The Advisory Board will vote on any proposal and present their results to the membership at the spring meeting.
